Controlling locations for engagements

Each user and primary contact must create their own locations before creating engagements. This is only done once and must exist before an engagement can be created. Users and/or primary contacts cannot share locations (even though they may be negotiating for openings at the same physical location). Users and primary contacts can have multiple locations.
